Carmen Rosa Franco is a Colombian actress, voice actress, director of dubbing, and locutor with a career spanning several decades. She was born in Barranquilla, Colombia. Franco began her career in the world of dubbing in 1989 at the studio Centauro Comunicaciones. Her early roles included acting in dubs, and she later took on positions as head of casting and director of documentaries. Over the years, she has worked with and directed for several major dubbing studios in Colombia, including Centauro, Provideo, and City TV. In addition to her on-screen work, she has also provided the official voice for the television network Cinemax.

Franco is well-recognized for her work in anime series for Colombian Spanish dubs. Her notable roles in this genre include Shimon in Thunder Jet, Luna Kozuki in Casshan, and Mackenzie Mack, also known as Glitter Espada, in the series Glitter Force Doki Doki. Her other extensive anime credits include Kanaria in Hunter X Hunter, Puru in Super Doll Licca-chan, Linguana in Idaten Jump, and the Queen in Cinderella Monogatari.
