Norio Kobayashi is a Japanese voice actor from Niigata Prefecture, born on September 21, 1973. He is affiliated with the talent agency y-tail, having previously been a member of Production baobab. He is a graduate of the Baobab Gakuen, the 11th term of what is now known as the Visual Space Actors' Training School.

Kobayashi is known for his沉稳 (calm and steady) and厚重 (dignified and substantial) voice, which he frequently employs in historical dramas and period pieces. His filmography includes a significant number of roles in video games, as well as appearances in anime television series and OVAs. For work in adult games and anime, he uses the alias Yukimitsu Koshi.

His most prominent and recurring role is that of Genzaburō Inoue in the long-running Hakuoki series of games and anime, a character he has voiced since the franchise's early installments. Another notable performance is as Heisuke Kagano in the Hanayaka Nari, Waga Ichizoku series. In 2018, he voiced the character Keizaburō Uzuchi in the anime adaptation of Nil Admirari no Tenbin.
