Katsuya Shiga is a Japanese voice actor and stage actor affiliated with the talent management firm ARTSVISION. He was born in Ehime Prefecture on August 11, 1963. Shiga began his career in the latter half of the 1980s, initially working with the theater companies Gekidan Baragumo and Gekidan Kishino-gumi before joining ARTSVISION through the Nippon Narration Acting Institute. His listed hobbies and skills include tap dancing, whitewater rafting, and track and field.

Shiga has built a long and varied career, providing voices for numerous characters across television anime, original video animations, video games, and tokusatsu superhero productions. Some of his notable anime roles include Griff in the original video animation Fairy Tail x Rave, Mizuhara in the 1998 anime adaptation of Otoko wa Tsurai yo: Torajirō Wasurenagusa, and Daisuke Yamashita in the 2007 television anime Yattokame Tanteidan. He is also known for his performance as Domenico Marquez in the 2006 original video animation Mobile Suit Gundam MS IGLOO: Apocalypse 0079. Beyond these specific credits, his extensive filmography includes recurring roles in long-running series such as Duel Masters, where he voiced the character Ja藩 Ushijirō, and the 2005 reboot of Doraemon. In addition to animation, he has frequently lent his voice to characters in the Super Sentai franchise, with credits including the 1996 series Gekisou Sentai Carranger, Ninpuu Sentai Hurricaneger in 2002, Tokumei Sentai Go-Busters in 2012, and Ressha Sentai ToQger in 2014.
