Toshiya Sugita was a Japanese actor and voice actor born on September 11, 1923, in Hiroshima Prefecture. He was formerly affiliated with the Tokyo Actors' Cooperative. His career spanned several decades, during which he was known for his distinctive dignified and husky voice, a quality that led him to be cast in many elderly character roles.

Sugita's voice acting portfolio included a diverse range of work in anime, Japanese television dramas, and Japanese-dubbed versions of foreign films. In anime, he is recognized for his role as President Dazarn in the series UFO Senshi Daiapolon II. He also voiced the title character in Manga Mito Kōmon, a role listed in some credits as both Mito Kōmon and Mitokomon. Other notable anime roles included playing Ra-Mu in Moo no Hakugei (The White Whale of Mu) and Dr. Earl in Mirai Robo Daltanious.

His extensive work in dubbing foreign films and television series saw him provide Japanese voices for a variety of characters in movies from different eras. These credits include the role of Su Lin's father in the kung fu film Drunken Monkey, Wei Wu in Snake in the Eagle's Shadow, Juan de Dios in A Fistful of Dollars, and Chester 'Doc' Dalton in Escape from Alcatraz. He also contributed to the dubbed versions of films such as The Last Days of the World and Samson and Delilah. In addition to his voice work, Sugita also appeared in live-action Japanese television dramas, including guest roles in series such as Ukiyoe Zatoichi and Kazamairo.
