Noel Urbano is a Filipino voice actor best known for his extensive work in the Tagalog dubbing of anime series and for his contributions to the Philippine entertainment industry as a puppeteer. His career began in the 1990s when he was selected as one of five male voice actors from hundreds of hopefuls during an audition at the DZRH radio station, where he performed in popular radio dramas of the era. He was subsequently introduced to the dubbing industry by a supervisor and began working on movie dubbing, eventually becoming a sought-after talent for both GMA and ABS-CBN.

In the realm of anime, Urbano has provided Filipino voices for a wide array of characters across numerous series. He voiced roles in the Tagalog version of Astro Boy, and in Black Clover, he took on multiple characters including Drouot, Father Orsi, Julius Novachrono, a Lizard Mage, and Seihi. His other anime credits include Ganryo and Kakuka in Ikki Tousen, a role in Kurozuka, and Akihito Narukaze and Tsutomu Tachibana in Wind: A Breath of Heart. He also contributed to the series Genma Wars: Eve of Mythology and Tide-Line Blue. Notably, he played the dual roles of Professor Brest and Walter in the series Project Blue Earth SOS and portrayed Dr. Gamo Whiskey in The Skull Man.

Beyond anime, Urbano has achieved significant recognition for his on-screen and voice work in local productions. He became a household name for his portrayal of the voice of Imaw, a popular character in the television series Encantadia, and for voicing the titular alien in the series Kokey. His role in Kokey also highlighted his expertise in animatronic puppetry, as he provided audio guidance for the actors and his voice was ultimately retained for the character. He further expanded his skills into puppetry through a role on the children's program Batibot.
