Sylvia Garcel is the stage name of Silvia Garza Ramírez, a highly accomplished Mexican voice actress recognized for her extensive work in anime dubbing, animation, and live-action voiceovers. Born in Mexico City on August 27, 1941, she began her dubbing career in 1958 following acting preparation at the National Association of Actors Andrés Soler Institute.
Garcel is known for several prominent roles in iconic anime series. She provided the voice of Lyn Minmay in the original Latin American Spanish dubbing of the science fiction series Robotech. In the Sailor Moon franchise, she voiced the antagonist Queen Nehelenia in the SuperS and Sailor Stars seasons. She also voiced the character Sra. Milligan in the anime series Nobody's Boy Remi. Additional anime credits include a role as Selma, a Pokémon League official, in the Pokémon animated series.
Beyond anime, her voice work extended to numerous animated productions for a broad audience. She was the voice of Betty DeVille in the popular series Rugrats and its sequel Rugrats Grown Up. For a generation of viewers, she became the voice of Granny in the Looney Tunes franchise, a role she performed from the 1990s through to the series The Looney Tunes Show.

Her career, which spanned approximately five decades, also included work in radio, theater, and live-action dubbing for actresses such as Sally Field. She retired from voice acting in 2015. Sylvia Garcel comes from a family of voice actors; she is the sister of fellow dubbing actress and director Rocío Garcel and the mother of voice actress Vanessa Arvizu.
