Ruth Toscano is a Mexican voice actress with a career spanning over four decades in the Latin American dubbing industry, where she has also worked as a voice director. She was born on October 28, 1958. Her acting training was forged in practice and through workshops at the National Autonomous University of Mexico, and she also studied at a School of Singing and Body Expression in California. Toscano was part of a group of actors who performed dubbing in Los Angeles, California, in the early 1980s.

Toscano has an extensive portfolio of voice work in anime, providing voices for the Latin Spanish dubs of numerous series. In her early career, she contributed additional voices for the 1969 series Kamui, el Ninja Desertor. According to the Anime News Network encyclopedia, her many anime credits include the roles of Penélope and Tutti in Tongari Bōshi no Memoru and Josephine "Jo" March in Little Women. She is also known for her work in the Sailor Moon franchise, voicing Ikuko Tsukino, Queen Metalia in Sailor Moon Crystal, and various other characters across the different series. Her other notable anime roles include Kaori Matsumoto and Kumi Sugimoto in Captain Tsubasa, Kokiri and Ket's mother in the 2010 redub of Kiki's Delivery Service, Botanica in Transformers: Beast Machines, and Naria in The Vision of Escaflowne. She also voiced the character Karena in the Latin American Spanish dub of the Pokémon anime.

Beyond anime, Toscano's dubbing work is widely recognized across many genres. She is known for voicing Andy's mom in the Toy Story films, Shmi Skywalker in Star Wars: The Clone Wars, Dolores Umbridge in Harry Potter and the Order of the Phoenix, and Mystique in X-Men: The Animated Series. Her career also includes voice work for animated series like Krypto the Superdog, Dragons: Riders of Berk, and the Latin American dubs of the Sonic the Hedgehog television series. In addition to acting, Toscano has served as a voice director, notably for the series Thomas & Friends: All Engines Go. She combines her dubbing work with teaching dubbing workshops, an endeavor she has pursued for over ten years, and commercial voiceover.
