Minako Arakawa is a Japanese voice actress and narrator born on November 5, 1959, in Osaka Prefecture. She began her entertainment career in the early 1980s, working as a personality on the children's program "Hirake! Ponkikki" from 1981 to 1983 before focusing on voice acting. Over her decades-long career, she has been affiliated with several major talent agencies, including Production Baobab, 81 Produce, and Aoni Production, before becoming a freelance performer in 2022.

Arakawa's portfolio of voice roles is extensive, spanning television animation, original video animations (OVAs), and video games. In television, her notable roles include Fletcher Tringham in the 2003 series "Fullmetal Alchemist," Yasumi Shiratō in "Case Closed," and Judia in "Ragnarok the Animation". She also took on the role of Tsurara-chan in the long-running children's series "Anpanman" starting in 2017, succeeding the late voice actress Chieko Honda.

Her work in OVAs, a dominant format in the 1980s and 1990s, is particularly prolific. She voiced the title character Althea in "Good Morning Althea," a swordsman in "Cream Lemon Climax - Ninki Manga-ga Zenshu," and Maria in "Cream Lemon Special DARK". Other OVA credits include the role of Yuko Yoshikawa in the series "Angel of Darkness," Catty Nebulart in the "Gall Force" series, and Ito in "Yōma". In the video game realm, she is known for voicing Wakaba Isshiki in the critically acclaimed "Persona 5" and its updated version, "Persona 5 Royal".
