Elbio Nessier was an Argentine broadcaster, poet, singer, and theater actor who became a pioneering figure in the world of Argentine dubbing, particularly remembered for his contributions to classic anime series brought to Latin America. Born in Santa Fe, Argentina on September 4, 1927, he developed a multifaceted career in the performing arts before becoming a prominent voice in the dubbing industry.

Nessier's voice became familiar to Latin American audiences through numerous anime series during the formative years of the medium's popularity in the region. He is notably recognized for his role as Dr. Yama in the 1977 anime series Jetter Mars, a science fiction story about a robot boy created by two scientists. His work in the anime sphere was extensive; he voiced multiple characters in the beloved series Candy Candy, including Albert, Mr. Steve, and Mr. Leagan. He also took on the role of the villainous Skeletor in the second Latin American dubbing of the animated series Masters of the Universe. His other anime voice credits include roles in Arjuna, Future Robot Daltanious, Lightspeed Electroid Albegas, and Robotech: The Untold Story.

Beyond animation, Nessier's voice work extended to dubbing live-action films. For instance, he provided the Argentine Spanish voice for actor Jerry Orbach's character, Dr. Christopher Gregor, in the 1992 film Universal Soldier. He also contributed vocalizations for the character Rahzar in the live-action film Teenage Mutant Ninja Turtles II. In addition to his dubbing career, Nessier appeared as an on-screen actor in various Argentine films and television productions, including the 2002 Robert Duvall film Assassination Tango. His body of work has occasionally been misattributed to another Argentine actor, Natalio Hoxman. Elbio Nessier passed away on June 22, 2006, in Buenos Aires at the age of 78, leaving behind a legacy as one of the foundational voices in Argentine dubbing.
