Noel Mallonga is a Filipino voice actor recognized for his contributions to the English and Tagalog dubs of Japanese anime and tokusatsu series that aired in the Philippines, particularly during the late 1970s through the 1990s. He is notably associated with the Philippine English localization of the super robot anime Voltes V, where he served as the voice director. In this series, he also provided the voices for multiple characters, including the role of the elder Armstrong brother, Big Bert, as well as General Oslack and the series narrator.

Mallonga's career is marked by extensive work on productions by Toei Company that were localized for Philippine television. Beyond Voltes V, he was the original voice actor for the antagonist Doctor Man and the monster Vargo in the Philippine English dub of Choudenshi Bioman.
