Noel Mallonga is a Filipino voice actor recognized for his contributions to the English and Tagalog dubs of Japanese anime and tokusatsu series that aired in the Philippines, particularly during the late 1970s through the 1990s. He is notably associated with the Philippine English localization of the super robot anime Voltes V, where he served as the voice director. In this series, he also provided the voices for multiple characters, including the role of the elder Armstrong brother, Big Bert, as well as General Oslack and the series narrator.

Mallonga's career is marked by extensive work on productions by Toei Company that were localized for Philippine television. Beyond Voltes V, he was the original voice actor for the antagonist Doctor Man and the monster Vargo in the Philippine English dub of Choudenshi Bioman. He also took over narration duties for the Super Sentai series Hikari Sentai Maskman, starting from episode 32. His work extended into the 1990s, where he provided the narration for the Tagalog dub of Uchuu Keiji Shaider in 1992.

A recurring aspect of Mallonga's career is his frequent role as a narrator across different series and his involvement in the 1981 Philippine theatrical compilation film Voltes V: The Mystery of Dr. Armstrong, which featured the original English dub voice cast.
