Patrick Donnay is a Belgian actor and theatre director with an extensive career in dubbing, providing the French-language voices for numerous characters in anime, animated series, and live-action films. He was born on October 15, 1956, in Liège, Belgium. A graduate of the Institut des arts de diffusion (IAD) in 1978, he became a permanent comedian at the Théâtre national de la Communauté française de Belgique in 1990, a position he held until 2020. His stage career began at the Festival d'Avignon, and he has also worked as a director and the artistic director of the festival Paroles d'Humains.

Alongside his theatre work, Donnay has built a prolific career in voice acting. In anime and animation, he is known for voicing Matoriv in the series Dragon Quest: The Adventure of Dai. His other major roles in animation include Obsidian in Beast Machines: Transformers, the father of Franklin in the Franklin series, Mr. Turner in The Fairly OddParents, Cham Syndulla in Star Wars Rebels, and Laimi in Saint Seiya. He has also lent his voice to characters in series such as D.Gray-man, Pokémon, and Keroro, mission Titar.
