Hika Tsukishiro is a Japanese voice actress born on March 17, 2004, in Fukuoka Prefecture. She is affiliated with the Tokyo Actor's Consumer's Cooperative Society, having joined the agency in 2021. Prior to this, she worked under the name Hika Kugisaki during her training period. Tsukishiro stands 155 cm tall and has listed her hobbies as reading, playing games, and singing.

Tsukishiro began her voice acting career in 2019. Her debut role came after she won an open audition for a part in the Monster Strike franchise, a significant achievement as a newcomer. Later that same year, she won a competition among voice acting trainees at the Yoyogi Animation School. After joining her current agency in 2021, she continued to build her career with supporting roles in various television anime. Notable early appearances include parts in series such as RPG不动产 (RPG Real Estate) in 2022 and Jujutsu Kaisen in 2023.

The year 2025 marked a significant turning point in Tsukishiro's career, as she landed several prominent main roles. She voiced Chika Suzugamori in the series Zatsu Tabi -That's Journey-, which is recognized as her first main role in a television anime. In the same year, she was cast as the title character Alma in the anime film and series Alma-chan Wants to Be a Family! In the fantasy anime Witch Hat Atelier, she voices the character Richeh, one of the young apprentices to the witch Qifrey. Her other major roles include Sana Kirihara in Otherworldly Munchkin: Let's Speedrun the Dungeon with Only 1 Hp! and the character Soapy in the short anime series MUZIK TIGER In the Forest.
