Takuma Otoo is a Japanese actor and voice actor born on March 21, 1976, in Asahikawa, Hokkaido. He is affiliated with the agency CREATIVE OFFICE CUE and is also a member of the theatrical unit TEAM NACS. In addition to his voice work, he has an extensive career as a screen actor and has also worked as a director and writer.

His voice acting portfolio includes a variety of roles in both feature films and television series. In the anime film When Marnie Was There, he voiced the role of a Neighborhood Association Officer. He played the character Dojaku in the television special One Piece: Adventure of Nebulandia, which aired in December 2015. In the live-action tokusatsu series Kamen Rider BLACK SUN, which was released in October 2022, he took on the role of the Bat Mutant. He also contributed to the long-running franchise Rurouni Kenshin by appearing in the 2021 films Rurouni Kenshin: The Final and Rurouni Kenshin: The Beginning. Furthermore, he is credited as a cast member in the 2019 television series Blade of the Immortal. In addition to these, his voice can be heard in the anime series Komori and the film The Sacred Blacksmith.
