Takuma Otoo is a Japanese actor and voice actor born on March 21, 1976, in Asahikawa, Hokkaido. He is affiliated with the agency CREATIVE OFFICE CUE and is also a member of the theatrical unit TEAM NACS. In addition to his voice work, he has an extensive career as a screen actor and has also worked as a director and writer.

His voice acting portfolio includes a variety of roles in both feature films and television series. In the anime film When Marnie Was There, he voiced the role of a Neighborhood Association Officer. He played the character Dojaku in the television special One Piece: Adventure of Nebulandia, which aired in December 2015. In the live-action tokusatsu series Kamen Rider BLACK SUN, which was released in October 2022, he took on the role of the Bat Mutant. He also contributed to the long-running franchise Rurouni Kenshin by appearing in the 2021 films Rurouni Kenshin: The Final and Rurouni Kenshin: The Beginning.
