Kaoru Shinoda is a Japanese actor and voice actor born on June 24, 1944, in Aichi Prefecture, Japan. He is affiliated with the Tokyo Actor's Consumer's Cooperative Society, also known as Haikyo. He is a graduate of the Academy of Performing Arts. In addition to his work under the name Kaoru Shinoda, he is also known by the names Toshio Shinoda and the phonetic readings of his name, Shinoda Kaoru and Shindo Kaoru.

Shinoda's career is primarily associated with tokusatsu productions, particularly the long-running Super Sentai and Kamen Rider franchises. His voice acting work is extensive, with many credits originating from the 1980s and 1990s. One of his earliest notable roles was providing the voice of Jade Mask in the classic series Himitsu Sentai Gorenger. In the Kamen Rider franchise, he is known for his performances in Kamen Rider BLACK RX, where he voiced the characters Gainagisukan and KyuruKyuruten, the latter also known as Culculten.

His filmography within the Super Sentai series includes a significant number of monster and character voices. He voiced Totpat in Kyoryu Sentai Zyuranger, Amehoshi in Seijuu Sentai Gingaman, and GG Boon in Gekisou Sentai Carranger. He also performed the voice of Trinoid 0: Saunaginnan in the film Tokusou Sentai Dekaranger VS Abaranger. Other voice roles in the franchise include Arigin in Chikyuu Sentai Fiveman, Fauzipper in Chouriki Sentai Ohranger: The Movie, and Bikel in Special Rescue Police Winspector.

Beyond voice acting, Shinoda has appeared in live-action roles. He played the character Shinichiro Yamagami in Tokusou Robo Janperson and the role of Overalls Man in an episode of Chouriki Sentai Ohranger. He has also taken minor roles in later productions, including the 2018 television series The Confidence Man JP and the 2019 film Musashi.
