Bill Millsap is an American voice actor and voice director with a career spanning anime, video games, and live-action dubbing. He is frequently associated with Bang Zoom! Entertainment, a prominent dubbing studio in Los Angeles. Before establishing himself in voiceover, Millsap gained experience in filmmaking, working behind the camera in visual effects and sound mixing. He transitioned to voice acting in 2005.

Millsap has provided English voices for a wide array of characters in popular anime series. He is the voice of the strategic monster Gyoro-Gyoro in One Punch Man, the archangel Tarmiel in The Seven Deadly Sins: Dragon's Judgement and The Seven Deadly Sins: Imperial Wrath of The Gods, and Masaaki Ashiya in Engage Kiss.
