Kei Saitō is a Japanese voice actress who has been active in the industry since 2004. She is professionally known by the stage name Kei Shindō, having adopted this name on October 1, 2005. Her real surname, Saitō, is written with different kanji characters than the professional name she uses for her voice acting work.

Her career began with small roles in anime series such as Bleach and Glass Mask in 2004 and 2005. Her first major role came in 2005 when she was cast as Kagura Tennouzu in the series Speed Grapher. The casting process for this role was highly competitive, with Kei Saitō being selected from over two thousand applicants. Her journey from audition to securing the part was documented in a feature included on the DVD release of the series.

Following her debut, she continued to build a diverse filmography across anime and video games. She is known for portraying characters such as Gentoku Ryuubi in the Ikki Tousen series, Kuro Kagami in Kodomo no Jikan, and Anzu in Hanamaru Kindergarten. In the long-running My Hero Academia franchise, she voices multiple characters, including Kyoka Jiro, Kinoko Komori, Fuyumi Todoroki, and a young Shoto Todoroki.
