José Carlos Moreno was a Mexican voice actor, dubbing director, and announcer recognized for his work in Latin American Spanish dubbing. He was born in 1968 and his career spanned film, television, and animated series.

In anime and animation, Moreno is best known for providing the voice of Ikki de Fénix, the Phoenix Knight, in the Mexican Spanish dubbing of several Saint Seiya films, including the 1987 feature Saint Seiya: Evil Goddess Eris. His other notable voice roles in animated series included Don Karnage in TaleSpin, Scratch in Las Aventuras de Sonic, and Action Man in the Action Man cartoon. He also voiced Big Slamuu and Coop Bolton in Street Sharks and contributed additional voices to popular shows such as The Simpsons and Futurama.

Beyond animation, Moreno had a prolific career dubbing live-action productions. He was the first voice actor to portray Barney the dinosaur in the Latin American Spanish version of Barney & Friends, a role he held from the show's debut in the region in 1995 until approximately 2000. He was also known for voicing Ross Geller, played by David Schwimmer, during the first six seasons of the television series Friends. His film dubbing work included roles for actors such as Antonio Banderas in The Mask of Zorro, Val Kilmer in The Doors, and Mike Myers in the original dubbing of Austin Powers: International Man of Mystery.

José Carlos Moreno died on May 3, 2002, following a car accident in Mexico at the age of 34. His final work released before his death included the film Resident Evil, in which he voiced the character Spencer Parks.
