Roxanne Beck is an American voice actress known for her work on English-language dubs of Japanese anime, particularly those released by Central Park Media, 4Kids Entertainment, and The Right Stuf International. Beyond voice acting, she has also worked as a screenwriter, singer-songwriter, and author. Her career in animation began in the mid-1980s, with one of her earliest credits being the English dub of the 1984 film Urusei Yatsura 2: Beautiful Dreamer, in which she voiced the lead character Lum under the pseudonym Ann Ulrey.

Beck is perhaps best recognized for her dual roles in the Revolutionary Girl Utena franchise. In the original television series Revolutionary Girl Utena, she provided the voice for Wakaba Shinohara, a spirited classmate of the protagonist, and Kozue Kaoru, the complex twin sister of Miki Kaoru. She reprised both of these roles, alongside the additional character Shadow Girl C-Ko, for the 1999 film sequel Revolutionary Girl Utena: The Movie, also known as The Adolescence of Utena. Her portrayal of these characters remains a significant credit in her filmography, and a DVD release of the series included an interview with Beck as a special feature.

Another notable role from this period is Little Neese in the fantasy series Record of Lodoss War: Chronicles of the Heroic Knight, as well as the character Kardis in the same show. Her voice can also be heard as various characters in the long-running Pokémon franchise, where she voiced several supporting human characters and Pokémon such as Vulpix during the first five seasons, sometimes credited under the name Annie Pondel. Her other anime voice credits from the late 1990s and early 2000s include roles in Boogiepop Phantom as Arisa Nishi and Rie Sato, Garzey's Wing as Falan Fa, and Ayane's High Kick as Kayoko.

In addition to her performance career, Beck has pursued writing. She earned a Master of Fine Arts in Screenwriting from the University of California, Los Angeles, where she received a Humanitas Drama Fellowship nomination. Her writing credits include the screenplay for the short film Miss Famous and the children's book Caterpillarland. She also has a background in music, releasing an album titled Garden of Love in 1997, followed by a jazz and blues release, Comes Love, which received national radio airplay in 2008.
