Born in Göttingen, Germany, in 1947, he completed his acting and pantomime training at the Folkwang University of the Arts in Essen. His career as a voice actor spanned approximately three decades, during which he lent his voice to hundreds of productions.

Within the realm of anime and animated series, Rumpf provided the German voice for several notable characters. His other notable dubbing credits include providing the German voice for George Clooney in From Dusk Till Dawn and serving as the narrator for Quentin Tarantino's Kill Bill: Vol. 2. In addition to voice work, Rumpf was also a stage actor and made appearances in German television series such as Verliebt in Berlin and Rote Rosen.
