Richard Waugh is a Canadian voice and screen actor born February 28, 1961, in London, Canada. He has extensive credits in animation dubbing and original English-language cartoons.
In anime, Waugh is recognized for playing Dr. Ziggurat, the main antagonist of the second season of the Beyblade: Metal Saga, Beyblade: Metal Masters. His other animation voice work includes roles in Captain Flamingo (Milo's Dad, Uncle Pete), Growing Up Creepie (Alistair), Justin Time (Redbeard, Sir Edmund), Skatoony (Captain Quills), The Dating Guy (Al Freen), Peep and the Big Wide World (Caterpillar/Butterfly), RoboRoach, and Chilly Beach.
Beyond anime, Waugh is best known as the voice of Albert Wesker in several Resident Evil video games, including Resident Evil Code: Veronica, Resident Evil Zero, and Resident Evil 4.
