Debra Cunningham is the professional pseudonym of Philece Sampler, an American voice and television actress who worked extensively in the English-language dubbing of anime series. She began her career in live-action television, notably appearing on the soap operas Days of Our Lives and Another World in the 1980s, before transitioning to voice-over work in animation.

In the anime community, Cunningham is best known for her portrayal of Barnette Orangello in both the original Vandread series and its sequel, Vandread: The Second Stage. Barnette is a skilled and pragmatic female pilot who initially harbors a deep distrust of men, a stance that gradually changes over the course of the series. The English dub for Vandread was directed by Eric Sherman at Bang Zoom! Entertainment.

Cunningham also voiced several characters in Great Teacher Onizuka, including Tomoko Nomura, as well as Ryoko Uchiyamada. She provided the voice for the energetic and headstrong oniwaban member Misao Makimachi in Rurouni Kenshin.

Throughout her career, Cunningham utilized several other pseudonyms in addition to Debra Cunningham, including Sue Beth Arden, Victoria Pryne, and Jill Lawson. Her vocal range allowed her to perform a variety of character types, from younger female leads to older women and even male roles under her primary name, Philece Sampler. She remained active in the voice-over industry for several decades, contributing to a range of anime and animated series.
