A student named Mayumi Takahashi finds herself trapped in the surreal and oppressive environment of a celebrity training school, where the faculty has been corrupted by a sadistic organization known as the MGF. The staff, led by the tyrannical Dean Allsa Berdo, routinely tortures and humiliates students who break the ultra-strict rules, forcing them to endure bizarre punishments. When the abuse against Mayumi and her classmates escalates, a mysterious and unconventional savior appears: Kekko Kamen.

Wearing nothing but a red mask, knee-high red boots, gloves, and a flowing red scarf, Kekko Kamen wields a pair of nunchaku and rides a red motor scooter. Her true identity is the school's lone non-perverted teacher, Keiko Natsuwata, who has infiltrated the faculty to gather evidence against the MGF. Unlike the previous film, which has no direct continuity here, this installment functions as a soft reboot, introducing the characters as if for the first time.

As the MGF administrators devise increasingly cruel schemes, Kekko Kamen arrives sporadically to deliver vigilante justice. Her screen time is notably brief, appearing for only about ten minutes total, as the narrative focuses heavily on the weird and exaggerated antics of the villainous faculty. The climax sees the students, including Mayumi, restrained by the sadistic staff, forcing the nearly nude heroine to unleash her signature finishing moves, such as the Kekko Flash, to incapacitate her foes and restore a fragile sense of safety to the campus.
