This infamous 1970s supervillain built a lasting reputation by consistently evading capture and executing significant heists roughly once a decade, cementing his legendary status within the criminal underworld. Unlike peers with innate powers, Carmine relies on advanced technology, chiefly his trademark heat-based ray gun that emits flames and slices through solid obstacles like vault doors, coupled with unexplained fire resistance.

Operating from his Chicago laundromat front, The Heat Cleaners, Carmine champions "The Heat" as an aspirational villainous ideal crafted by others. He prioritizes meticulous planning and precision, recruits individuals with specific complementary powers for large-scale operations, and avoids unnecessary violence unless financially incentivized. He mentored numerous young super-criminals, including Kasey, Johnny Bolt, The Ghost, and Walt Flanagan. He rescued The Ghost from a Muslim prison gang and offered sanctuary. Recognizing Kasey's potential during her struggles, he advised her to value her abilities and collaborate with intuitive partners, later recruiting her for a major heist.

Carmine's severe gambling addiction plunged him into financial peril. After exploiting Walt Flanagan's future-sight to cheat casino roulette, casino owner Salamander discovered the scheme, executed Flanagan, brutally beat Carmine, and demanded 100,000 repayment within 30 days. Fearing for his life, Carmine sought help from Johnny Bolt and Kasey, leading to his involvement in Johnny's plan to heist powerful crime boss Christopher Matts (The Bastard) in Spain – a location chosen to evade American superheroes.

Leveraging his reputation, Carmine convinced the assembled villain crew to participate. During the heist, he used his ray gun to breach the vault after security was disabled. He escaped with the loot alongside the crew after the superhero Gladiator intervened against their pursuer, Praetorian. Though the 800 million haul split eight ways provided Carmine just enough to settle his debt with Salamander, Johnny Bolt engineered events framing Salamander for the heist, leading to Salamander's death. Carmine kept his share but rapidly squandered it through gambling, extravagant spending, and poor investments.

Years later, Carmine attempted another major heist targeting Count Orlok's helmet within the Union of Justice headquarters. He recruited a team including Johnny Bolt, Kasey, The Ghost, TK McCabe, and the Diesel Brothers, emphasizing the need for operatives unknown to the Network syndicate and promising a $50 million payout. He orchestrated a daring mid-air prison break to free TK McCabe from a Supermax transport guarded by Gladiator. The heist failed when Praetorian recovered the helmet. Carmine returned to gambling in Las Vegas, was caught cheating again using another precognitive partner, incurred a massive new debt, and sought out Johnny and Kasey once more in desperation.
