Description
Monsley is a young woman who serves as the assistant director of Industria’s administration forces. Her past is defined by tragedy: as a child, she was the only member of her family to survive the final war that devastated the Earth. She was rescued from the sea by the people who later built Industria, and this experience left her with a deep hatred for the older generation responsible for the conflict. This trauma shapes her into a harsh and uncaring enforcer, someone who believes that strict order and industrial technology are the only means of ensuring human survival.

At the beginning of the story, Monsley is a high-ranking military commander and the right‑hand subordinate of Lepka, Industria’s power‑hungry leader. She is tasked with capturing Lana, the granddaughter of Dr. Lao, and later leads an armed invasion of the peaceful island of High Harbor. Monsley is strong‑willed, highly disciplined, and proficient in operating various types of technical machinery, including aircraft and other military equipment. She is a skilled pilot and a capable soldier, carrying out her duties with cold efficiency.

Her role in the story shifts from primary antagonist to crucial ally. Through repeated encounters with Conan, a boy from a remote island whose unwavering courage and sincerity challenge her worldview, Monsley begins to question the ideology she has served. Her exposure to the simple, cooperative way of life on High Harbor further erodes her cynicism. Ultimately, she turns against Lepka, helping Conan and his friends dismantle his dictatorship.
