Description
Dr. Wheelo is a brilliant but unethical scientist whose expertise lies in biotechnology and bioengineering. His ultimate ambition was to rule the world by creating and commanding a modified human army, but his inhumane experiments led to his laboratory and everyone inside becoming encased in ice. While his original physical body perished from frostbite, his faithful assistant, Dr. Kochin, was able to preserve his brain and place it within a powerful, specialized robotic shell to keep him alive. For fifty years, Dr. Wheelo remained trapped in this state until Dr. Kochin gathered the Dragon Balls and wished for the fortress to be thawed, freeing him once again.

Dr. Wheelo is characterized by his immense arrogance and a cold, calculating personality. As a man of science, he views the world through the lens of data and analysis, treating his conflicts as opportunities for testing and observation. He holds a deep-seated desire for revenge against a world that once shunned him and is obsessed with perfecting his own existence. His primary motivation after being freed is no longer merely world domination, but a more personal goal: to find the world's strongest fighter and transplant his own brain into their body, thereby discarding what he considers his ugly metal shell and becoming the greatest scientist the world has ever known. He respects strength and acknowledges the skills of powerful adversaries like Master Roshi, whom he knows was the strongest in the world five decades prior, but he is utterly indifferent to the well-being of others, including his subordinates. He treats Dr. Kochin as a mere tool, showing no concern when the assistant is harmed and ultimately being responsible for his death without any sign of remorse.

In the story, Dr. Wheelo serves as the primary antagonist. Initially operating from within his frozen fortress, he sends Dr. Kochin and a group of Bio-Men and Bio-Warriors to capture Master Roshi, believing him to still be the world's strongest. When Roshi is easily defeated, Wheelo shifts his focus to Son Goku, whose power he can sense is far greater. He employs various schemes to obtain Goku's body, including using a mind-control device to force Piccolo to fight on his behalf. When these plans fail, a frustrated Dr. Wheelo decides to take matters into his own hands, emerging from the fortress in his full robotic body. After a direct confrontation where he overpowers Goku and his allies, he resolves to destroy the entire planet with his laboratory's power core, forcing Goku to use the Spirit Bomb to stop him.

Key relationships in Dr. Wheelo's existence are sparse, defined largely by utility. His only significant connection is with his assistant, Dr. Kochin, a relationship built entirely on subservience with no mutual respect or loyalty. He views the Z-Fighters, particularly Goku, not as people but as specimens or potential vessels for his own brain. Over the course of the film, Dr. Wheelo shows no character development or change in his worldview; he remains fixated on his goal to the very end, cursing Goku as he is destroyed.

Dr. Wheelo possesses several notable abilities, primarily due to his powerful robotic body. This body is incredibly durable, capable of withstanding a combined Kamehameha from Goku, Gohan, Krillin, and Master Roshi without taking any damage. It is strong enough to easily overpower Goku's Kaio-ken technique and was stated by guidebooks to be able to withstand an attack as powerful as a Kaio-ken x4 Kamehameha. He can fly without using ki and has the ability to sense the ki energy of others, a trait unusual for an android. For combat, he can fire powerful energy blasts from his claws, use a kiai to stop opponents in mid-air, and unleash a powerful yellow wave attack called the Madness Cannon. His ultimate technique is the Planet Geyser, a massive red energy wave that is capable of destroying the entire Earth. He can also generate a fiery-red energy barrier for defense and perform a rushing headbutt attack known as the Gigantic Bomber.
