Description
Megumi Ishimaru is a human intelligence agent affiliated with the Tokyo Metropolitan Police Department's Public Safety General Affairs, specifically serving in the 6th Public Safety Investigation Division, Section 11. Born in 1979, he is 34 years old during the main events of the story and stands 170 centimeters tall. His hometown is Sendai in Miyagi Prefecture. He has a slender and somewhat fragile appearance, with wavy black shoulder-length hair that he sometimes ties in a ponytail, and brown droopy eyes. The most distinctive feature of his appearance is the heavy dark circles under his eyes, which are the result of chronic sleep deprivation from his habit of staying up all night reading manga and books.
Ishimaru’s deep interest in devils began in childhood, as he befriended a devil girl his age named Misaki Takenami who lived next door and became fascinated with her mother, Shizuku Takenami. Despite rumors in the neighborhood that the Takenami family carried a disease, Ishimaru secretly visited their home and saw Shizuku without makeup for the first time, noticing the dark circles under her eyes that were normal for her kind. The family eventually moved away due to the spreading rumors, but this experience sparked a lifelong fascination with devils that led him to research them extensively, including writing essays on the subject, which gave him an unusually broad knowledge of their nature and behavior.
In his role within the police force, Ishimaru was appointed as the leader of F Squad in late February 2013. However, his true assignment was to infiltrate the ranks of the CCC, a radical devil supremacist organization, in order to gather enemy intelligence and locate a record containing the identities of its members. While undercover, he operated under the code name 13 or Jason and successfully concealed his real identity and motives from both the CCC and his own squad members for a considerable period. Despite joining the CCC solely for intelligence gathering, he appeared trustworthy and was loyal to the organization during his time there.
Ishimaru is characterized by an apathetic, calm, and eccentric demeanor. He finds formalities tedious and prefers casual speech, often addressing others with unique nicknames such as calling Tsukasa Taira Miss Hostage and Johannes Kleeman Mr. Foreigner. He is brutally honest and speaks in a straightforward manner regardless of how others might perceive his words, which can sometimes lead to misunderstandings. Despite his detached exterior, he possesses good leadership skills and encourages his squad members in his own way, genuinely wanting them to succeed in their investigations. However, he initially found F Squad too close-knit and soft, which frustrated him because he has always been keen on people, especially devils, displaying their powers to their fullest potential.
His fascination with devils centers primarily on how their fundamental physical abilities surpass those of humans, and he does not want talents like those of Yuuki Anzai to go to waste. This fixation on devil strength, however, initially made him ignorant of their emotional struggles. When he forced Anzai to transform during a sparring match by giving him his blood, he could not understand the mental pain he was putting the young devil through, leading to a severe reprimand from Takashi Sawazaki for lacking essential empathy. While CCC leader Kirio Kikuhara described him as a quiet man with a deep understanding of devils, Sawazaki correctly identified the critical knowledge that Ishimaru lacked.
Ishimaru is highly intelligent and calculating, capable of fabricating convincing false statements and work histories without detection. His poker face and level-headedness make it difficult for others to read his intentions, and he was skeptical of F Squad's investigative abilities given how long it took them to uncover his deception. He is exceptionally good at lying and deception, with his overly docile and detached attitude contributing to this ability by giving him the appearance of someone who simply does not care rather than someone keeping secrets.
Following his desertion from the CCC and the disbandment of F Squad, Ishimaru underwent significant character development. He began to sympathize with devils and understand their emotions more deeply, and he grew to appreciate F Squad's atmosphere and its members despite initially seeing them as imbecilic. He became more considerate of others and more expressive in general, wholeheartedly thanking Tsukasa for saving Yuuki's life by referring to Yuuki as one of his men, and being the only one to comfort Tsukasa during her emotional breakdown after her temporary separation from Yuuki. In a later scene, he texted former colleague Yousuke Asami simply asking how he was doing, and although Asami assumed something must be wrong for Ishimaru to contact him, Ishimaru realized he missed the people in F Squad. He describes himself as someone who needs an excuse for doing things, such as checking up on Asami when his true motive was simply to make sure his former comrades were doing well.
Despite his slender and unassuming appearance, Ishimaru is a highly capable fighter. He possesses excellent reflexes, precise movements, and notable speed and agility, employing effective kicks and punches in combat.
