Description
Pyotr Maximoff, also known as Director Pyotr, is a character in the anime Cyborg 009: Call of Justice who serves as the story's secondary antagonist. He holds the position of director of the UN Guardians, the international security organization established to protect humanity, which has taken over the mission the veteran 00 Cyborgs once carried out and allowed them to step back from active duty. In this public role, Pyotr is a figure of considerable institutional authority, and in his official appearances he projects the composed, professional manner expected of a high-ranking security official.

His public position, however, conceals his true allegiance. Pyotr is secretly a member of the Blessed, a mysterious group of superhuman beings who have manipulated human history from behind the scenes and who serve as the main antagonistic force in the story. His background is tied directly to that group. He was originally an ordinary human, but after joining the Blessed he was transformed, with his mind overclocked and his physical abilities dramatically enhanced. This makes him one of the new forms of humanity created through the Blessed's power, possessing capabilities far beyond those of an ordinary person.

As a result of this enhancement, Pyotr is a formidable combatant. His most notable ability is his speed, which is comparable to the Acceleration Mode of Cyborg 009, the signature super-speed power of the protagonist Joe Shimamura. With speed on that level, he is able to keep pace with experienced cyborg fighters and pose a serious threat even to the veteran members of the 00 Cyborg team.

Pyotr's motivations are rooted in his membership in the Blessed. Operating as a secret agent inside the world's official defense structure, he works to advance the group's hidden agenda while maintaining the appearance of a loyal public servant. His role in the story is that of an enemy who has infiltrated the seat of global authority, and his deception brings him into direct opposition with the 00 Cyborgs. His key relationships are defined by that conflict. As the story progresses, he engages in combat with Jet Link, known as Cyborg 002, and with Takeru Igarashi. His arc ends decisively when he is killed, dying in an explosion caused by Igarashi's rocket, which destroys him and eliminates the hidden threat he represented.
