Description
Emperor is the enigmatic leader of the Blessed and serves as the primary antagonist of Cyborg 009: Call of Justice. He is an immortal being who has existed for millennia as a member of the Blessed, a race of superhumans with extraordinary abilities and lifespans far exceeding those of ordinary people. Emperor has been manipulating human history from the shadows for centuries, observing humanity's development with a critical eye and eventually concluding that mankind is too destructive to be left to its own devices.

In terms of personality, Emperor presents himself as calm, calculating, and possessing a messianic complex. He speaks with an air of benevolence, framing his destructive plans as a form of tender guidance for a new era of mankind. He believes humanity has already created ultimate chaos by toppling the metaphorical tower of Babylon and requires a complete reset to start over from scratch. Beneath this composed exterior, however, lies a deep-seated fear of loneliness. His grand schemes are ultimately driven by a desperate need for validation and companionship, as he desires to be worshiped as a god by a new race of humans who will clamor to anoint him as such. This hidden vulnerability only becomes fully apparent when he is confronted with isolation.

Emperor's primary motivation is to solve what he perceives as humanity's inherent flaws through a forced evolution. He devises a plan to release nano-machines via drone mosquitoes, a process intended to evolve the surviving human population into Blessed. This procedure, however, is calculated to be lethal to approximately ninety-five percent of the human race, with only a small fraction expected to survive and transcend their former limitations. He views this massive loss of life as an acceptable sacrifice for the greater good, a necessary step to save humanity from its own self-destructive nature. Later revelations expose a more selfish layer to his motivation, as he admits to wanting to reprogram all of humanity to worship him, using the crisis to condition the survivors into obedient followers who would validate his existence as a benevolent leader and god.

Within the story, Emperor holds the highest authority among the Blessed and is the mastermind behind the human extinction and forced evolution plan. He takes a personal interest in the psychic powers of Cyborg 001, also known as Ivan Whisky, and uses telepathy to contact him. He successfully persuades Ivan to accompany him by explaining his grand vision, though Ivan's true intentions in joining Emperor remain ambiguous for much of the narrative. As the plot culminates, Emperor orchestrates the final battle from his base of operations, seeking to combine his own vast powers with those of Cyborg 001 to wipe the memories and knowledge of all humanity, allowing him to reprogram the global population to his liking.

Emperor's key relationships are primarily adversarial, most notably with Cyborg 009, also known as Joe Shimamura. Their final confrontation is both physical and psychological, with Emperor attempting to erase Joe's memories and break his spirit. Another significant relationship is with Catalina, a member of the United Nations Guardians. Emperor had previously brainwashed her, and during the final battle, he erases all of her memories, stripping her of her identity and even her ability to speak, in a cruel attempt to force her to turn against Joe. His relationship with Ivan is one of manipulation, viewing the infant cyborg as a tool to amplify his own powers for the global mind-wipe. When Ivan ultimately turns against him, Emperor simply casts him aside and attempts to proceed with his plan using his own strength.

Emperor undergoes a significant development arc that is defined by his psychological unraveling. He begins as a composed and seemingly invincible villain, confident in his superiority and the righteousness of his cause. However, as the 00 cyborgs persistently resist him despite his overwhelming power, his cool facade begins to crack. His most dramatic transformation occurs when Catalina, through sheer willpower, telepathically links his mind to that of Cyborg 009. For the first time, Emperor experiences the profound loneliness and the terrifying void that 009 endures whenever he uses his Acceleration ability. This experience horrifies him, exposing his greatest fear. When Cyborg 009 finally manages to surpass his speed and traps him in an empty white void to be alone for eternity, Emperor fully breaks down, losing all composure and screaming in terror as he faces the isolation he always sought to escape.

Notable abilities make Emperor one of the most powerful beings in his world. As a Blessed, he possesses immortality, having lived for over three thousand years. His most formidable power is the ability to copy the abilities of other Blessed simply by touching them, allowing him to amass a vast arsenal of superhuman powers. He demonstrates potent telekinesis, capable of grabbing and restraining individuals with his mind and generating powerful shockwaves. He also possesses powerful telepathic and memory-manipulation abilities, which he uses to erase or alter the minds of others on an individual level. Furthermore, he exhibits the capacity for superhuman thought processing and physical speed, initially allowing him to easily counter Cyborg 009's own Acceleration mode. His primary attack methods include generating devastating lightning bolts and using his copied abilities in combination to overwhelm his opponents.
