Kiichi Goto is the captain of Section 2 Division 2 of the Tokyo Metropolitan Police's Special Vehicles division. Born in the Taito Ward of Tokyo, he is a political science graduate with a background that includes service as a normal police officer, in public security, and as a government official before being assigned to his post with the labor unit. Rumors suggest that his highly capable and politically savvy nature led his superiors to assign him to the unconventional SV.2 to prevent him from causing trouble within the higher echelons of the police force.
On the surface, Goto presents a misleading persona. He is often laid-back, apathetic, and appears to be a lackadaisical middle manager. He is a heavy smoker who keeps beer in the office refrigerator and can frequently be seen wearing traditional Japanese wooden sandals around the barracks, unconcerned with his slovenly appearance.
