Description
Isao Ohta is the pilot of the AV98 Ingram Unit 2, serving in the Second Platoon of the Special Vehicle Section 2. Born in Kamaishi, Iwate Prefecture in 1972, making him twenty-six during the events of the first theatrical film, Ohta comes from a background in the Police Mobile Unit. Frustrated by that unit's slow response to the rise in labor-related crime, he requested a transfer to the then-short-staffed SV2. Unlike some of his colleagues who joined the police for personal reasons involving labors, Ohta is a formally trained police officer who began his career at a regular police box after attending the police academy.

Ohta possesses a personality that is straightforward, just, and deeply committed to his work, valuing discipline and hierarchy. However, this is combined with an excessively focused and easily excitable nature that often leads him to ignore orders and act recklessly. He is famously gun-happy, with a tendency to draw his weapon and open fire at almost any opportunity during a dispatch. This behavior has earned him and the Special Vehicle Section 2 a reputation as money-eating bugs due to the significant collateral damage he frequently causes. Despite his brash and loud exterior, he is described as a good cop and a stand-up guy who is honest and hardworking. His primary hobby appears to be his job, and he maintains a special affection for firearms, even collecting model guns and coveting more powerful weaponry.

Ohta's core motivation is a strong sense of justice and responsibility. He loves justice more than anyone else and cares for his colleagues, although this passion often manifests as excessive force to crack a case. His policing philosophy tends towards immediate, overwhelming force, which puts him at odds with more cautious approaches. Within the story of the film and the broader narrative, Ohta serves as a key combat pilot for the unit, though his reliability is a double-edged sword. On the firing range, where he can remain calm and the targets are unmanned, his accuracy is essentially perfect. In the heat of real combat, however, he tends to hit anything other than the intended target, though he is still capable of phenomenal feats of marksmanship under pressure, such as shooting a bomb in mid-air with a labor's finger.

Ohta has several key relationships that define his role in the unit. He frequently argues with Asuma Shinohara, who often does not tolerate Ohta's behavior. He tends to withdraw his more aggressive behavior when interacting with civilians, superior officers, and female coworkers like Kanuka Clancy and Takeo Kumagami, though he remains transparent and advisory with Noa Izumi. His actions have a notable physical impact on his machine; his rough and forceful handling of the Ingram Unit 2 results in constant damage. This has led to the head of his unit being different from the standard model, as the stock of genuine parts was exhausted from repeated repairs.

Throughout the series, Ohta shows a degree of development in his career. By the time of Patlabor 2: The Movie, three years after the first film, he has been promoted to Sergeant and serves as a Labor instructor at the police academy. This demonstrates that despite his temperament, his skills and experience are recognized as valuable for training future pilots. His notable abilities include being one of the best labor pilots in terms of raw piloting skill, but his effectiveness is hampered by his tendency to rely excessively on firepower and force. Despite his poor record of hitting moving targets in dynamic situations, his calm accuracy is flawless, and he has personally customized his Ingram Unit 2.
