Description
Fuurouta is an obake, a type of ghostly or supernatural being, and a member of the Superhuman Bureau. He possesses the appearance of a young boy with messy yellow hair and lime green eyes, but his true age is unknown and he is incapable of aging, having been a child for a very long time. His typical outfit is a baggy mechanic's suit with a yellow star on the back and a red bow tie on the front.

His personality is simple-minded and childlike. He enjoys playing pranks on children and has a carefree demeanor, in part because his eternal youth also leaves him with a permanent child's perspective on the world. This innocent but limited viewpoint makes it difficult for him to fully comprehend complex or morally ambiguous situations.

Before joining the Bureau, Fuurouta amused himself by using his abilities to play tricks on people. He was apprehended by Jiro Hitoyoshi during a particular case and subsequently recruited into the organization, becoming a full member after Jiro cast the deciding vote in his favor. He is notably attracted to his fellow Bureau member, Kikko Hoshino, and his initial desire to join the group is heavily motivated by her presence.

Fuurouta's role in the story frequently highlights the central theme of lost innocence and the unforeseen consequences of a simplistic view of justice. In one of his first major actions after joining, he seeks to prove his worth by using a potent, ancient virus to eliminate the Tartaros Bugmen, who have shrouded the National Diet building in a deadly Black Fog. This act, which he sees as a heroic deed, results in the genocide of the entire Bugman race, an outcome whose weight he does not grasp until years later. This event fundamentally shatters his belief in a simple, clear-cut world of good guys and bad guys.

As a result of this trauma, Fuurouta undergoes significant development. In the future timeline, he is shown to be remorseful and burdened by his past actions, weeping to Jiro that the world has become too complicated for him to understand. He laments that there is no longer a clear distinction between good and evil, a concept his childlike nature struggles to accept. This experience changes him from a carefree spirit into someone who has personally experienced the tragic fallout of well-intentioned but thoughtless heroism.

As an obake, Fuurouta has the ability to phase through inorganic objects and change his shape at will, a power sometimes referred to as morphing. He can transform into various forms, including animals such as a dog or a bird, and even objects like a balloon. He is also capable of transforming his own appearance to mimic other humans or partially alter his body, such as changing his head to look like Jiro. These abilities make him an unconventional but effective agent, suited for infiltration, reconnaissance, and unconventional combat.
