Description
Raito Shiba is a detective with the Riot Squad of the Metropolitan Police Department. Within the police force, his existence is treated as strictly confidential, and his true identity is known only in the most secret circles: he is a cyborg. In the story's background, Raito was originally a frontline detective whose life was taken by an evil organization, after which he was rebuilt into a machine body, effectively reborn as a mechanical being.

He serves as a member of a superhuman countermeasure team that was secretly formed behind closed doors. This team pursues cases on its own, independently of the Superhuman Bureau, the government body concerned with superhumans and the organization to which his chief rival belongs. Raito is positioned as the rival of Jiro, and his way of thinking runs fundamentally counter to Jiro's. While Jiro acts to protect superhumans, Raito's thoughts and actions reflect the opposite stance, treating superhumans as a threat that requires countermeasures. Having lost his original human life and been remade into a machine, he carries complicated feelings about his own condition, and these feelings intensify as the conflict with the Superhuman Bureau deepens.

In the earlier part of the story, Raito works as a detective under the Metropolitan Police. His past includes a period when, as a riot squad officer, he took part in testing for the National Public Security Force. During that time he began indiscriminate destructive behavior, and defying the order to dismantle him, he escaped. In the later part of the story, he has changed his appearance and left the police, establishing the Shiba Detective Agency. In this later phase, he and Jiro come to fight on the same side, though they do so while maintaining a subtle and careful distance between them, with their fundamental differences still unresolved.

As a cyborg, Raito's physical form is a machine body, and his mechanical construction is central to his abilities, allowing him to operate as a special agent in the riot squad and in his secret countermeasure work, where he handles dangerous cases independently. His relationship with Jiro is the defining connection of his role in the story, evolving from rivalry into a cooperation marked by lingering opposition.
