TV-Series
Description
Kasumi Shigure holds the position of Kommendeur, or Commander, of the Wärter, the governing body responsible for maintaining security and order on Mermaid Island. She is also known by the epithet Zero Arm, a title earned through her unusual choice to fight without a weapon partner.
Kasumi's personal history on the island is marked by hardship and a defining promise. When she first arrived on Mermaid with her partner, Hibiki Kenjo, the two were relentlessly chased and bullied by other girls. The trauma from this period had a severe effect on Hibiki, rendering her bedridden and unable to fight. After this incident, Akira Hiiragi, the island's governor, intervened and rescued them. Recognizing Kasumi's strength and sense of justice, Akira later recruited her and gave her the role of Kommendeur. It was at this point that Kasumi cut her hair short, symbolizing her resolve to become stronger and her commitment to her new duties.
Kasumi carries a deep sense of responsibility and guilt for Hibiki's condition, having sworn to become powerful enough to always protect her. This personal vow is the direct reason she fights without an Arm; her partner is unable to participate in combat, yet Kasumi refuses to seek a replacement. Her combat effectiveness despite this disadvantage speaks to her exceptional skill.
In terms of personality, Kasumi is consistently portrayed as calm, collected, and respectful. She carries herself with a disciplined and formal presence. Despite her position of authority, she possesses a kind heart and is often shown opposing the overly strict and violent methods favored by Charlotte Scherzen, a fellow high-ranking official. Kasumi is pragmatic and prefers more measured resolutions, demonstrating a strong moral compass that prioritizes the well-being of the island's residents over rigid enforcement of rules.
Her most significant relationship is with her bedridden partner, Hibiki Kenjo. Kasumi's every action as a fighter and leader is colored by her devotion to Hibiki and her promise to protect her. Her loyalty also extends to Akira Hiiragi, who saved her and gave her a purpose, making Kasumi a steadfast ally to the governor. Her working relationship with Charlotte Scherzen is a central point of tension; while they serve the same organization, their conflicting ideologies often put them at odds, forcing Kasumi to navigate a difficult path between her orders and her principles. She also shares a bond with the residents of Torino's Atelier, showing a friendly and protective side that stands in contrast to the more rigid atmosphere of the castle.
Throughout the story, Kasumi serves as a pillar of stability and a powerful enforcer for the Wärter. She is frequently seen overseeing operations, giving orders, and intervening in conflicts to maintain the fragile order on Mermaid Island. Her role becomes particularly critical when the island descends into turmoil. Forced to balance her duty to the Wärter with her own morals, she experiences significant internal conflict, especially when her loyalty is tested and those she cares about are put in danger. Her arc involves a gradual but determined refusal to be a passive tool of a corrupt system, culminating in direct action to protect her friends.
Kasumi is a formidable combatant whose skills are renowned, especially considering she fights without an Arm. Her title, Zero Arm, reflects her ability to battle on equal or superior terms with opponents who use armed Liberators. To compensate for the lack of a weapon, she has honed her physical conditioning to an exceptional degree. Her fighting style is unarmed melee combat, where she uses her agility, speed, and strength to overwhelm foes. She is known for employing clever maneuvers to confuse her opponents, striking when they are least prepared in order to defeat armed enemies. Her physical prowess is such that she has overwhelmed powerful Liberators like Mirei Shikishima, even when they were empowered by their Arm. However, it is suggested that she does possess an Exster of her own, but she consciously refuses to bring this partner into battle, a decision that highlights her incredible natural ability and personal code.
