Description
Domino is a character who appears as an elite agent of Team Rocket in the Pokémon special Mewtwo Returns. Virtually nothing is known of her past before joining the organization, and she states that Domino is not her real name, preferring to operate under a series of code names. Her fellow operatives know her as Agent 009, but her adversaries refer to her simply as the Black Tulip, a nickname derived from her signature weapon. She appears to be a teenager, likely around fifteen or sixteen years of age, with short blonde hair, purple eyes, and an outfit consisting of a dark red cap with a white front and a variation of the standard female Team Rocket uniform.

On the surface, Domino is a consummate professional and a master of disguise. When first encountered, she poses as a friendly, somewhat bubbly naturalist working for a Pokémon Institute, a persona she maintains effortlessly to gain the trust of Ash and his friends. However, this cheerful facade hides a ruthless and highly competent operative. In her true element, Domino is arrogant, condescending, and quick-tempered, showing particular disdain for lower-ranked members like Jessie and James, whom she considers an embarrassment to Team Rocket. She is completely loyal to Team Rocket's cause and follows the orders of its leader, Giovanni, without question, yet she possesses enough confidence and standing to voice her concerns directly to him when she feels his actions might jeopardize their mission.

As an elite agent, Domino's primary motivation is the successful execution of her assignments for Giovanni. In Mewtwo Returns, she is tasked with locating the powerful Pokémon Mewtwo and preparing the way for his capture. Her role in the story is that of a formidable secondary antagonist. After infiltrating the group heading to Mount Quena, she reveals her true allegiance at a pivotal moment, helping to trap the heroes and commander Giovanni's combat unit to capture Mewtwo and its clone Pokémon for a planned new Team Rocket base. She demonstrates an odd mixture of cruelty and a hint of conscience; she shows a fondness for capturing cute, baby Pokémon but has no sympathy for injured adult ones, and while she finds Giovanni's painful torture of Mewtwo to be outrageous, her loyalty and fear of his power prevent her from acting to stop it.

Her key relationships are defined by her high rank within Team Rocket. She enjoys a close, direct line to Giovanni, receiving her orders personally and having the authority to lead her own team of agents. This proximity to power fuels her vanity and sense of superiority. In contrast, her relationship with Jessie and James is one of pure antagonism. She demeans them, pops their balloon, and forces them to work as scrubbers in her new base as a form of humiliation. This cruelty ultimately backfires when Jessie and James wax the floor excessively, causing Domino to slip and flail comically while fleeing from an attack of Bug Pokémon, an event that contributes to the heroes' escape.

Domino is a formidable combatant who relies on technology and her own physical prowess rather than using Pokémon. Her primary weapon is a mechanized black tulip with an extendable stem that can deliver powerful electric shocks or even be used as an explosive throwing weapon. She also possesses exceptional acrobatic and gymnastic abilities, allowing her to dodge a rolling boulder with ease and escape using a jetpack.

Domino experiences a significant and final development at the conclusion of the special. After Mewtwo is healed and defeats Team Rocket, the legendary Pokémon unleashes a swarm of Butterfree to erase the memories of the past events from all the Team Rocket members present. With her memory of Mewtwo, the clone Pokémon, and the entire mission wiped clean, Domino is left confused and disoriented. Standing beside a similarly affected Giovanni, she is the one to hesitantly suggest they withdraw their forces, marking the end of her otherwise successful, albeit temporary, operation to capture one of the world's most powerful Pokémon.
