As the direct superior to the agents known as the Lovely Angels, he serves as their primary point of contact and handler. His full name is Gooley Andrea Frances, and he is depicted as an adult male with brown hair and gray eyes, typically dressed in a suit befitting his administrative position.

In terms of personality, Gooley is initially portrayed as a strict, straight-laced, and authoritative figure. His professional demeanor is a necessary counterbalance to the chaotic nature of the work he oversees.
