Kiyoka Kudō heads the prestigious Kudō family and commands the Special Anti-Grotesquerie Unit, a military force combating supernatural entities called Grotesqueries. Born the second child and only son of Tadakiyo and Fuyu Kudō, he was raised primarily by nursemaid Yurie due to his mother's absence. This upbringing fostered his preference for a modest private residence over the family mansion, avoiding its political and social pressures. Notable for his striking appearance—long pale hair, delicate features, and porcelain skin—Kiyoka attracts public attention, particularly from women, though he remains indifferent. Initially perceived as cold and ruthless due to rumors of fiancées fleeing engagements, his aloofness stems from discomfort around greed, status-seeking, or arrogance. He especially disdains heavily made-up or conceited women, traits he associates with his mother and past betrothal candidates, leading him to test partners' sincerity and issue abrupt rejections. As the most powerful Gift-user of his generation, Kiyoka wields diverse supernatural abilities: electrokinesis (lightning generation/manipulation), pyrokinesis (fire control), cryokinesis (ice manipulation), barrier techniques (impervious force fields), familiar techniques (paper constructs for tracking/surveillance), and spirit-sight (detecting Grotesqueries). His combat prowess and leadership secured his command, training soldiers to neutralize threats endangering the imperial capital. Kiyoka's character evolves through his relationship with Miyo Saimori. Initially distrustful during their arranged marriage meeting, he misinterprets her meekness as insincerity. Learning of her abusive past—treated as a servant and denied education by the Saimoris due to perceived Giftlessness—he becomes protective, providing proper clothing, reuniting her with caretaker Hana, and demanding apologies from her family. He proposes formally after she gifts him a handmade hair tassel. When Miyo is kidnapped by her stepmother and half-sister, Kiyoka storms the Saimori estate, overpowering captors with his abilities and rescuing her from a locked storehouse. He rejects Kaya Saimori’s attempt to replace Miyo as his fiancée. After the estate burns, he supports Miyo’s visit to the ruins and formalizes their engagement. Later, Kiyoka enlists sister Hazuki to mentor Miyo in noble etiquette, though Miyo’s exhaustion strains their relationship briefly. Investigating Miyo’s nightmares, he traces her lineage to the Usuba family, uncovering her sealed "Dream-Sight" ability and connecting her to cousin Arata Tsuruki (later revealed as Arata Usuba). After losing a duel to Arata due to hallucikinesis, Kiyoka agrees to temporarily place Miyo under Usuba guardianship. When Grotesqueries invade his soul, he falls into a coma; Miyo rescues him using Dream-Sight. During this spiritual ordeal, they reconcile as he apologizes for earlier frustrations and reaffirms their bond. Beyond Miyo, Kiyoka maintains distant ties with his parents—particularly abrasive mother Fuyu—and relies on Hazuki and subordinate Yoshito Godō. His leadership faces further tests when a cult led by Usuba descendant Naoshi Usui frames him, resulting in capture and temporary power loss. Even then, he dispatches a familiar to protect Miyo.
