The exact degree of his cybernetic enhancement is unknown, but character dialogue and his slow recovery from injuries indicate he is one of the least augmented members of the unit. His physical appearance is distinctive and unassuming, characterized by a full beard, perpetually unkempt hair, and a largely organic body that contrasts sharply with his heavily prosthetic colleagues.

Before the founding of Section 9, Ishikawa served alongside Motoko Kusanagi and Batou in South America as part of the Japanese Ground Self-Defense Forces contingent assigned to the United Nations. He was one of the earliest members recruited to the elite public security unit, and this shared military history has given him a deep familiarity with the Major, including her methods and personal dislikes. Away from his official duties, Ishikawa owns a pachinko parlor called Parlor Ishikawa, which occasionally doubles as an unconventional resource for data gathering; on some occasions, he commandeers the cyberbrains of his patrons to perform heavy processing tasks, apparently compensating them with winning outcomes on the pachinko machines. In the Individual Eleven storyline, his role is central to unraveling the mystery of the terrorist group. He works alongside Borma to analyze the virus that infects the group's members, using the external memories of an infected individual to understand how the pathogen is activated. His analysis helps reveal that the titular essay The Individual Eleven, believed to be the group's manifesto, never actually existed as a written document, but was instead a cyberbrain virus designed to drive its victims toward a specific ideological conclusion and eventual mass suicide. Ishikawa is present during key moments of the investigation, including discussions about the infected terrorist leader Hideo Kuze, whom he notes has a serious case of megalomania.

Ishikawa maintains significant professional relationships within Section 9, particularly with Kusanagi and Batou, stemming from their time together in the military. While he is almost never shown engaging in direct frontline combat, preferring to operate in a supporting role from the team's information hub, he is not entirely defenseless. On one occasion, he fires a shoulder-mounted cannon to disable a heavily armored vehicle. However, his minimal cybernetic enhancements make him physically vulnerable compared to his teammates. During the forced dissolution of Section 9, he is easily taken into custody by Umibozu commandos. Later in the second season, he is wounded in a suicide bomb attack on Section 9's tilt-wing aircraft, an injury that requires a lengthy hospitalization and leaves him with a bandaged arm, illustrating his slower organic recovery time in stark contrast to Batou's rapid healing from similar wounds. Despite this vulnerability, he returns to duty while still injured, demonstrating his resilience and commitment to the unit.

Ishikawa's notable abilities lie almost entirely in the realm of cyberwarfare and intelligence. He is an expert at recognizing data manipulation and is highly skilled in hacking and information gathering. His minimal reliance on cybernetic prosthetics, while a tactical disadvantage in physical combat, allows him to approach information warfare from a perspective distinct from his heavily augmented colleagues. His private habits reflect a relaxed personality; he is known to smoke cigarettes or cigars, particularly in stressful situations, and according to the comedic Tachikomatic Days segments, he enjoys a glass of milk after his bath and removes his artificial beard before sleeping, paralleling Batou's habit of removing his cybernetic eyes.
