Description
Kotaro Katsura is the leader of a moderate faction of the Joui, or anti-foreigner, movement in the world of Gintama. A fugitive wanted by the authorities, he is a former comrade of the protagonist Gintoki Sakata, having fought alongside him, Shinsuke Takasugi, and Tatsuma Sakamoto during the Joui War. He studied under the same master, Shouyou Yoshida, during his youth. Katsura is known by the nickname Zura, a pun on the word for wig, and he famously insists on being called by his full name, often responding with "It's not Zura, it's Katsura!" when addressed otherwise.
His background is rooted in the war against the Amanto, the alien invaders who took over Japan.
