Description
Omokage is an original character created for the animated film Hunter × Hunter: Phantom Rouge and serves as the story's main antagonist. He is introduced as a former member of the Phantom Troupe who once held the number four position, the same spot later taken by Hisoka.

Little is known about his early history beyond his work as a doll maker. His younger sister, Retz, served as his assistant, and her death became the defining wound of his life. Overcome by grief, Omokage became obsessed with the idea of creating flawless living dolls, believing that preserving people as puppets could defeat loss and death. His skill with Nen brought him to the attention of the Phantom Troupe, and he joined before the massacre of the Kurta clan. In that atrocity, he took part in the removal of the scarlet eyes, including those of Kurapika's friend Pairo. He eventually left the troupe under the pretense of death: when Hisoka sought entry into the group, he fought and defeated a puppet that bore Omokage's appearance, and the troupe concluded that Omokage had been killed. In truth, Omokage had used his powers to place a substitute in his place. Because he abandoned the group in this way, the troupe, led by Chrollo, later regarded him as a traitor and authorized his elimination.

In personality, Omokage is cold, calculating, and cruel. He regards other people as raw material for his craft rather than as individuals, and he openly calls himself the God of Dolls. He takes pride in the precision of his creations and considers his puppets more perfect than living human beings. His attachment to his sister remains genuine, however; he becomes angry and distressed if anyone suggests that Retz is unhappy in her existence as a puppet. This contradiction sits at the center of his character: his desire to protect his sister from loss is expressed through an act of profound violation.

His motivation throughout the film is to complete his ideal puppet and thereby fill the loneliness left by his sister's death. To that end, he collects materials he believes will make his creations more lifelike, including the scarlet eyes of the Kurta clan. The film's conflict begins when Kurapika's eyes are stolen, and Gon and Killua pursue the culprit. Omokage is revealed to be behind the theft, and he deploys his puppets against both the main characters and his former comrades.

Omokage's notable ability is his Specialist-type Nen power, which allows him to create puppets from the dead and to recreate individuals he has closely observed. His puppets retain the abilities they had in life, making them formidable opponents. During the film he uses this power to revive the deceased Phantom Troupe member Uvogin and to call up puppets based on several of the Shadow Beasts and Pakunoda, sending them against the living members of the troupe. He also created a replica of himself that stood in for him during the confrontation with Hisoka.

His relationship with Retz drives the story to its end. Retz exists as one of his puppets, and in the climax the puppet acts against her creator. Omokage is fatally wounded by Retz and dies, and his spirit is released while his body perishes. Retz, freed from his control, fades away in light. His story thus concludes with the failure of his ambition: the sister he tried to preserve is the one who brings about his end.
