Description
Koko Hekmatyar is the central character of Jormungand Perfect Order and the enigmatic leader of an elite arms-dealing squad operating under the logistics and smuggling corporation HCLI. Born at sea to shipping magnate Floyd Hekmatyar, she and her older brother Kasper were raised without any national identity, instead inheriting their family's vast network in global trade and illicit arms trafficking. Officially the head of HCLI's European and African Logistics Division, Koko travels the world conducting weapons deals, accompanied by a team of highly skilled bodyguards. She is instantly recognizable by her youthful appearance, long silver-white hair, pale skin, and bright blue eyes, typically dressed in professional business suits or a signature white coat that conceals various weapons.

On the surface, Koko presents a cheerful, bubbly, and often childish demeanor, frequently wearing a bright smile even in the most dire and dangerous situations. She can be playful, throws tantrums when frustrated, and generally behaves as though the world is a game. This behavior, however, is a carefully crafted facade that masks a deeply calculating, ruthless, and coldly pragmatic individual. Several characters throughout the series refer to her as a monster due to her ability to make morally complex decisions without visible hesitation. This duality in her personality stems from a pivotal traumatic event before the series began: the violent loss of her close subordinate Echo. Taking his final words to heart, she adopted a permanent smile as a shield to hide her genuine emotions from the world, making it nearly impossible for anyone, even her closest allies, to discern her true state of mind.

Her primary motivation evolves significantly throughout the story. While she begins as a highly successful arms dealer who seems to love the thrill of negotiation and manipulation, she secretly despises the trade her father forced upon her. Her deeper, ultimate goal is the forcible establishment of world peace. To achieve this, she spearheads Project Jormungand, a plan developed with her genius friend Minami Amada. The project involves launching a network of advanced satellites and quantum computers designed to seize control of global communications and shut down all aerial warfare, effectively taking the skies hostage to force humanity away from large-scale conflict. In Perfect Order, her role transitions definitively from a standard merchant of death into a global visionary willing to commit horrific acts, such as sacrificing the lives of people in mid-flight, to secure what she believes is a future without war.

Her relationships define and drive her character arc. She shares a deep, protective bond with Jonah Mar, the young child soldier who joins her squad, viewing him as a little brother. Although Jonah is horrified by the scale of her plan and briefly leaves her to side with Kasper, she trusts that he will eventually understand her vision. Valmet, her most trusted bodyguard and right hand, is fanatically devoted to her safety, a loyalty Koko deeply values, though she does not romantically reciprocate Valmet's intense feelings. She considers her entire squad, including Lehm, Wiley, and Mao, a family she is willing to sacrifice a great deal to protect. Her relationship with her brother Kasper is a complicated mix of sibling rivalry and mutual respect; he represents the old, profit-driven world of arms dealing which she ultimately outgrows and plans to render obsolete. She harbors a deep hatred for her father, Floyd, for pushing her into the arms trade.

Throughout the series, Koko develops from a mysterious and seemingly apolitical businesswoman into an active agent of radical global change. Her evolution is marked by her increasing willingness to bear the immense moral weight of Project Jormungand, fully accepting the role of a necessary evil. As a character, she is exceptionally capable. She is a brilliant strategist and negotiator, a hyperpolyglot fluent in multiple languages including Arabic and Japanese, a skilled marksman and hand-to-hand combatant, and has an encyclopedic knowledge of weaponry. Her most formidable ability, however, is her overwhelming charisma and unshakeable will, which allow her to command fierce loyalty from her team and execute her grand, terrifying vision without faltering. Koko Hekmatyar remains an endlessly fascinating and morally ambiguous protagonist.
