Description
Kiyone Makibi is a first-class Galaxy Police detective who appears in the anime Tenchi in Tokyo. In this continuity, she is a young woman of 23 years, identifiable by her teal-green hair and blue eyes. Her background establishes her as an exceptionally competent officer who graduated with the second-highest marks from the Galaxy Police Academy, noted for her athleticism, analytical mind, and responsible nature. This promising career, however, was derailed when she was assigned as the partner to the notoriously clumsy and accident-prone Mihoshi Kuramitsu. As a result, Kiyone has become somewhat bitter and depressed about her professional misfortune, desperately hoping for a promotion that would allow her to transfer away from Mihoshi and salvage her prospects.
The personality of Kiyone in Tenchi in Tokyo is distinct from other versions of the character. She is depicted as more manic-depressive and is overwhelmingly driven by her ambition to earn a promotion to Galaxy Police headquarters. This intense focus on her career often makes her appear frustrated, sarcastic, and perpetually fed up with her circumstances, particularly those caused by her partner. While she shares a core of seriousness and competence with other iterations, this version of Kiyone is also much more open about her feelings for Tenchi Masaki. At one point, she even proposes that she would make a better girlfriend for him, an act that may have been a genuine expression of interest or a calculated move to goad Ryoko.
Her primary motivation throughout the story is to escape her dead-end assignment on Earth and advance her career. She is initially unhappy with being stationed on the planet and is willing to seize any opportunity for a transfer, even to a remote location like Pluto, and is prepared to forget her experiences on Earth entirely. However, as the series progresses, her motivations shift. When she is given a chance to infiltrate Ryoko's gang, she begins to investigate the reasons behind the space pirate's return to a life of crime. Ultimately, her character development leads her to choose friendship and a sense of duty over her selfish career ambitions, deciding to return to Earth to help her friends in the final battle against the series' antagonist, Yugi.
Kiyone's role in the story is that of a professional outsider initially, a representative of the Galaxy Police whose job puts her in conflict with the other main characters. She serves as a foil to the chaotic and emotionally driven antics of the rest of the household, particularly her partner, Mihoshi. Her presence adds a layer of bureaucratic and law-enforcement logic to the group's dynamics. Over time, her role evolves from someone solely focused on her job to a more integrated and loyal member of the team.
Her key relationships are defined by her partnership with Mihoshi, which is the central frustration of her life but also her most enduring bond. Despite the immense trouble Mihoshi causes her, Kiyone holds a hidden, unspoken fondness for her partner. In Tenchi in Tokyo, her relationship with Tenchi is also significant, as she expresses a romantic interest in him that is less pronounced in other continuities. Her relationship with Ryoko is adversarial, stemming from her duty as a Galaxy Police officer to apprehend the space pirate, but this dynamic becomes more complex as she chooses to return and fight alongside her.
Kiyone's notable abilities are a testament to her high-level training and competence. She is an exceptional detective and a great sharpshooter, highly proficient with a standard-issue GP Blaster. She is also capable of correctly using any standard Galaxy Police equipment, a skill that stands in stark contrast to her partner's ineptitude. In a critical moment, she demonstrates her resourcefulness and skill by using an experimental antimatter bullet to defeat one of Yugi's powerful servants, Tsugaru.
