Description
Kiyone Makibi is a fictional character who appears in the Tenchi Muyo! franchise. She is a First Class detective in the Galaxy Police, an interstellar law enforcement agency. Standing 174 cm tall with teal green hair, Kiyone is a highly capable officer who graduated with the second highest marks in her class at the Galaxy Police Academy and is recognized for her athletic ability, analytical skills, and dedication to her duties. As a result, she is considered one of the best of the younger generation of Galaxy Police officers.

Despite her impressive qualifications, Kiyone's career has been consistently hindered by her assigned partner, the notoriously clumsy and incompetent Mihoshi Kuramitsu. This partnership has caused Kiyone to miss out on numerous promotions, leading her to become somewhat bitter, depressed, and deeply frustrated with her misfortune. Her primary motivation is to secure a promotion and a transfer that would separate her from Mihoshi, allowing her career to advance as it should. She possesses excellent sharpshooting skills with a standard GP Blaster and is proficient with all standard-issue Galaxy Police equipment. Beyond her professional life, she has a fondness for karaoke.

In Tenchi Forever: The Movie, which follows the continuity of the Tenchi Universe television series, Kiyone plays a vital supporting role. When the protagonist Tenchi Masaki disappears, Kiyone and her partner Mihoshi take action to help locate him. They break into the Galaxy Academy to hack into its dimension stabilizing system. This critical action provides the scientist Washu with the necessary data to create a gateway to track Tenchi, who is trapped in an alternate fantasy world. Later in the film, Kiyone and Mihoshi are also responsible for setting up energy collectors on all the camellia trees planted by Tenchi's grandfather, Katsuhito Masaki. These collectors are essential for Ryoko and Ayeka to gain access to the fantasy world where Tenchi is being held by a woman named Haruna.

While not the central focus of the film, Kiyone's role demonstrates her reliability and competence as an officer, utilizing her skills to solve the dimensional problem that enables the rescue mission. Her relationship with her partner is a key aspect of her character. Although she constantly laments being stuck with Mihoshi, there is an underlying, unspoken fondness for her. In many storylines, when Kiyone finally does receive a promotion, she chooses to remain with Mihoshi, revealing a loyalty that contradicts her constant complaints. Compared to other female characters in the franchise, Kiyone is not typically depicted as being infatuated with Tenchi. Instead, she shows concern for him more as a friend and an innocent civilian caught up in chaotic events, with her career ambitions taking priority over any potential romance. Her development across the film and the series is subtle but shows her begrudging acceptance of her life on Earth and her growing, if often unspoken, bond with the eccentric group of aliens she now lives alongside.
