Description
Masato, later known as Harry, is the primary antagonist of Burn Up Excess. His background begins as a police officer named Masato, who saved a young recruit named Maki from a gunman. The two fell in love and became engaged. During their wedding cruise, a bomb exploded. Maki survived and believed Masato had died, but he survived, horribly scarred. He later learned that the police chief he worked for had orchestrated the bombing to stop him from uncovering a black diamond smuggling operation. Seeking revenge, Masato faked his death and adopted the identity Harry, positioning himself as the hidden mastermind behind the criminal underworld of Police City.

As a person, Harry is cold, calculating, and composed. He maintains an unshakable calm regardless of the situation and possesses keen intelligence. He is a brilliant strategist with deep knowledge of both the legal system and the criminal world, which allows him to outmaneuver rival gangs and operate as a phantom puppet master. His primary motivation is revenge against those who wronged him, and he seeks to gain power over the city, eventually planning to demolish it. To achieve his goals, he employs subordinates such as Ruby and develops berzerker female fighting machines.

Harry’s most significant relationship is with Maki Kawasaki, his former fiancée. Despite his transformation, he remains infatuated with her physical beauty and initially hopes she will join his side. When she refuses, he understands she will never align with him and also believes she would never kill him. This assumption proves fatal. The two confront each other on top of Tokyo Tower, and during a timed bomb set by Rio, Maki ultimately shoots Harry. His body is consumed by the flames, and his death leaves Maki grieving deeply.

Throughout the series, Harry undergoes a stark development from a loving, idealistic police officer to a scarred, vengeful criminal mastermind. His notable abilities lie not in physical combat but in his intellect, strategic planning, and mastery of manipulation and criminal logistics.
