Description
Ilpalazzo, often addressed as Lord Ilpalazzo, is the enigmatic leader of the secret ideological organization known as Across, which is dedicated to the goal of world conquest. His name is derived from the Italian word for palace or building. He is a tall man with long, flowing white hair and distinctive yellow eyes with cat-like slits, a trait that hints at his superhuman nature and connection to a lost ancient civilization called Solaria. He is frequently seen sitting upon a throne in his headquarters, often wearing ornate armor and a cape that contribute to his imposing and dramatic presence.
The core of Ilpalazzo’s personality is cold, calculating, and reserved, with a firm belief that the world has become thoroughly corrupt. He views his mission to conquer the world as a necessary act to save the ignorant masses from themselves. He is known for prefacing his orders and speeches with the declaration, "The world is corrupt!". Despite his serious demeanor, a fundamental aspect of his character, particularly in the anime adaptation, is that he suffers from severe psychological disorders, most notably multiple personality disorder and memory loss. This manifests as blackouts, hearing voices, and the emergence of a different, more despotic persona. In the anime, this condition is often comically lightened by showing him pursuing surprisingly mundane hobbies while his subordinates are on missions, such as learning to play the guitar or setting up domino chains, revealing a more passive and almost bored side to his character.
Ilpalazzo’s primary motivation is the systematic conquest of the world, beginning with Fukuoka City (often referred to as F City in the anime). He rarely, if ever, participates in field missions himself, preferring to operate from the shadows and orchestrate his plans from his headquarters in the Across base. While initially presented as the absolute leader of Across, information in the latter parts of the story suggests he may be the head of the Japanese division of a much larger organization, taking orders from a superior known only as That Man and being part of a larger body called the Across Six. His role as a villain is complex, as he is often contrasted with his rival, Kabapu, the head of the Fukuoka City Department of Security, with some interpretations suggesting Ilpalazzo is less destructive than his ostensibly heroic counterpart.
His key relationships are defined by his position as the leader of Across. His most prominent subordinate is Excel, a hyperactive and fiercely loyal but utterly incompetent agent who is fanatically devoted to him, often to the point of a schoolgirl crush. He, in turn, shows very little patience for her constant failures and frequently punishes her by having a trap door open beneath her, dropping her into a pit. He has a clear preference for his other agent, Hyatt, a frail woman who frequently dies and revives, to whom he assigns the more complex operations and shows a measure of favoritism that often makes Excel jealous. Ilpalazzo also has a long-standing and bitter rivalry with Kabapu. The source of their conflict is largely unknown, but it stems from their fundamentally different views on the state of the world.
The character shows significant development, particularly in the manga, as the story progresses. Ilpalazzo creates a front company called ILL Electronics, shifting his methods from pure subterfuge to more overt corporate and political maneuvering to take over the city. His mental instability becomes a major plot point, leading to a second personality that drives him toward more aggressive conquest. In the end, after successfully taking over Fukuoka and then the entire world, he achieves his goal and subsequently chooses to remove his presence from the world by ascending to a higher plane of existence.
Notably, Ilpalazzo is no ordinary human and possesses a range of supernatural abilities. He has demonstrated superhuman strength, enough to crush the heads of advanced robots, and enhanced reflexes, such as catching a missile in mid-air. He can also teleport, fly, and project force telekinetically. Other abilities include producing realistic counterfeit money and experiencing seemingly prophetic visions. These powers, combined with his cat-like eyes, are ultimately revealed to be evidence that he is a survivor of the ancient, technologically advanced civilization of Solaria, a secret he shares with his nemesis, Kabapu.
