Description
Daniel Monroe is the leader of the Monroe Family, one of the major mafia families in the city of Ergastulum. The Monroe Family is primarily responsible for managing commerce and providing support for unaffiliated Twilight residents, which initially establishes Monroe as a key figure in the city’s power structure. He is an older man, noted to be sixty-one years old and 178cm tall, with brown hair, blue eyes, and a thin beard, typically seen wearing formal suits.

On the surface, Monroe presents himself as a calm, relaxed, and unshakable leader who commands deep respect from his subordinates. He appears to be a supporter of Twilights, showing consideration even towards Delico, a young Twilight under his command, and maintaining friendly relations with the protagonists Worick and Nicolas, who were once members of his family. He offers to take them back multiple times, though they politely refuse. This public persona is that of a paternalistic and stabilizing figure in Ergastulum, often called the foundation for the Three Principles that Twilights adhere to.

However, this benevolent demeanor is later revealed to be a complete fabrication. In truth, Daniel Monroe harbors a deep loathing for Twilights, viewing them as beasts or vermin. His true motivations are rooted in power and a cynical exhaustion with maintaining his false image as a supporter of Twilights, which he admits was merely the most convenient way to secure a comfortable position in the city. He is a deceitful, cruel, and manipulative individual, secretly collaborating with the anti-Twilight Corsica family to orchestrate a campaign of Twilight hunting.

Monroe serves as a major antagonist whose actions drive significant conflict in the story. He is secretly the mastermind behind the kidnappings and exploitation of Twilight children from an orphanage, most notably Erica and Mikhail, who were forcibly turned into mercenaries known as Destroyers. He and his associate, Ivan, are responsible for brainwashing and abusing Erica. Monroe also cynically uses the weaker Twilight Delico as a loyal shield, keeping him loyal through a contract while having no genuine regard for his well-being. The reveal of his true nature constitutes a major plot twist, shattering the trust of characters like Worick and Nicolas, who had a past connection to him.

Monroe’s key relationships are defined by betrayal. He has a long history with Worick and Nicolas, having taken care of them in the past, which leads Worick to express a desire to protect the Monroe family as an act of gratitude. This makes his ultimate betrayal of that trust all the more profound. He is the superior of Delico and the abuser of his sister, Erica. He also works alongside Ivan Glaziev and is in league with Uranos Corsica, the head of the Corsica family. Despite his friendly overtures, both Worick and Nicolas instinctively keep their distance and refuse to rejoin his family, with Worick later revealing that he had always sensed Monroe was not an ordinary Normal.

In terms of abilities, Monroe is exceptionally formidable. In his youth, he was a famous sharpshooter known by the nickname Gunslinger Danny, and his skills have not diminished with age. He wields a revolver with deadly accuracy and is able to single-handedly repel and subdue high-ranking Twilight fighters, including Nicolas and the Hunter Doug. His physical capabilities, including his agility, reflexes, and vision, are far beyond those of a typical Normal person. This is because he is a Superhuman Normal, an individual who, like the Twilight Hunters, has the aptitude to safely take the drug Celebre to enhance his abilities, and he had been doing so for a long time. Despite his age and administrative role, he remains one of the most dangerous characters in the series. His development in the story is a tragic fall from a respected leader and protector into a scheming villain whose hidden hatred finally surfaces, leading to a direct and violent confrontation with those who once trusted him.
