Atago is the second ship of the Takao-class heavy cruisers, constructed at the Kure Naval Arsenal. Her real-world historical counterpart was sunk by the submarine USS Darter on October 23, 1944, during the lead-up to the Battle of Leyte Gulf, where she served as the flagship of the First Mobile Striking Force. This historical background informs her in-game character, particularly her reflective line about how "such things happen" when referencing that battle.

In terms of personality, Atago is consistently portrayed as warm, affectionate, and playful. Her signature verbal tic is a light, giggling laugh, often rendered as "ufufu," which accompanies many of her lines. She has a flirtatious and openly caring demeanor toward the admiral, frequently offering her aid and enjoying physical closeness, such as requesting shoulder massages. Despite this mature and teasing exterior, her dialogue also suggests a hidden clingy or "pampered" side, which she playfully accuses the admiral of possessing. This playful rivalry and underlying care is further highlighted in her sinking line, where her final concern is whether Takao is performing her duties properly. Atago's role in the story is that of a dependable and powerful heavy cruiser, particularly valuable for new admirals due to her balanced performance and early availability. She can be obtained through construction or as a drop in many early game worlds. As a heavy cruiser, she acts as a versatile combatant, capable of participating in both day and night battles. She explicitly states that night battles are her specialty. Her development follows a standard progression; she can be remodeled into Atago Kai starting at level 25, which significantly improves her stats, upgrades her equipment, and adds a fourth equipment slot. This remodel also enhances her combat potential, allowing her to carry more seaplanes or other useful gear.

Notable abilities include her proficiency with both main guns and torpedoes, a hallmark of the heavy cruiser class. Her stock equipment includes 20.3cm twin gun mounts and Type 0 reconnaissance seaplanes, with her remodeled form adding powerful 61cm quad oxygen torpedo mounts.
