Description
Budo is the Great General of the Empire and serves as its highest-ranking military officer, a position inherited from a prestigious family lineage that has produced generals for generations. As the Captain of the Imperial Guard, he is directly responsible for the protection of the Imperial Palace and the young Emperor, making him one of the two most formidable assets of the Empire alongside General Esdeath. His reputation as a "Hero" is so significant that even the corrupt Prime Minister Honest treats him with a degree of respect, and the Emperor himself holds him in the highest esteem.

A man in his forties with a tall, muscular build, spiky blond hair, and piercing blue eyes, Budo is a figure of immense physical presence and discipline. His personality is defined by a strict adherence to duty, honor, and a deep-seated desire for national stability. He follows a long-held family doctrine that strictly forbids military personnel from interfering in political affairs, a code he upholds rigidly. Despite this political detachment, he is unique within the Empire's upper echelons for his open and vehement disdain for Minister Honest and the rampant corruption that plagues the nation. He has famously declared to the Minister's face that once the rebel forces are crushed, he will personally hunt down and eliminate the corrupt bureaucrats rotting the country from within.

This conviction reveals his core motivation: to restore the Empire to a state of order and righteousness. He is not driven by personal ambition or sadism, but by a warrior's pride and a genuine, if misguided, sense of patriotism. He views the rebel group Night Raid as bandits and a threat to the peace he seeks to protect, yet he considers hunting them a vulgar and undignified task beneath his status. This very pride is exploited by Minister Honest, who deliberately keeps Budo away from operations against Night Raid to prevent him from interfering in the political games that sustain the corrupt regime.

In his role within the story, Budo serves as a powerful, almost untouchable guardian of the old guard, representing the potential for honor within a rotten system that chooses not to act. His most significant interventions occur during the latter half of the series. He personally confronts and easily captures the protagonist Tatsumi when the latter is lured into the palace, defeating the evolved Incursio with a single devastating blow. Demonstrating his impartial authority and fury, he immediately punishes Syura, the Minister's son, for endangering the palace and the Emperor with his reckless scheme. During Tatsumi's public execution, Budo becomes the primary obstacle for Night Raid's rescue attempt, engaging in a prolonged and destructive battle against Mine, Tatsumi, and Leone.

Budo's key relationships highlight his complex nature. He is ferociously loyal to the Emperor, seeing his protection as his sole purpose. His relationship with Minister Honest is one of open, mutual animosity, a rare instance of a powerful figure defying the Minister's influence. Despite his enmity with the rebels, he respects strength and martial skill, even in his enemies. He acknowledges Tatsumi's unwavering sword strike and praises the abilities of younger warriors like Wave and Syura, showing a sense of fairness that transcends the battlefield. His appearance in the prequel manga, Akame ga Kill! Zero, reveals that he once recognized the potential of a young Akame and personally took charge of training her and her group, further underscoring his eye for talent and his role as a martial mentor.

Budo's development is subtle but tragic. He remains a static character in his beliefs, but his final battle pushes him to his limits. For the first time, his overwhelming power is met with equal resistance. As his Teigu, Adramelech, depletes its energy, his invincible facade crumbles, and he is ultimately defeated not by a stronger warrior, but by a final, desperate, and self-sacrificing blast from Mine's Pumpkin. His death signifies the fall of the Empire's most honorable military pillar.

Budo's notable abilities are centered on his immense physical prowess and his devastating Teigu, Thunder God's Rage: Adramelech. These gauntlets grant him mastery over lightning, allowing him to unleash attacks so powerful they can permanently alter the terrain. Even blocking his strikes causes significant shock damage and paralysis. He can use the lightning for both offense, creating massive energy spheres, and defense, generating circular lightning shields. His ultimate technique, Solid Shooter, condenses pure lightning into a colossal, projectile sphere. However, Adramelech has a limited energy reserve, which becomes a critical weakness in prolonged combat. Physically, Budo possesses superhuman strength, speed, and endurance, capable of fighting multiple elite opponents simultaneously and surviving attacks that would kill lesser warriors.
