Description
Ayn Rand is a character from the Black Bullet series, known as one of the Four Sages. These four individuals were instrumental in developing the Mechanized Soldier Plan, and Rand specifically serves as the head of the American division of this project, known as NEXT. He is also recognized as the former Promoter of the cursed child Tina Sprout.

In terms of background, Rand is a scientist who broke a crucial agreement made among the Four Sages. While the pact likely prohibited certain unethical practices, Rand proceeded to experiment on healthy cursed children, transforming them into mechanized soldiers he called HYBRID. His methods stand in stark contrast to others in his field, marking him as a figure who prioritizes his goals over ethical boundaries.

Rand's personality is not directly depicted, as he never makes a physical appearance in either the anime or manga adaptations. Instead, he is only heard as a voice through an earpiece, commanding his Initiator from a remote location. Despite this lack of visual presence, his actions reveal a cold, calculating, and ruthless nature. He treats his Initiators as disposable assets, demonstrated when he orders Tina Sprout to commit suicide if she fails an assassination mission. He is described as a reneger, someone who breaks promises, further highlighting his untrustworthy and manipulative character.

Rand's primary motivation appears to be the advancement of his mechanized soldier project, regardless of the human cost. He seeks to create powerful military assets, as evidenced by his command of a squad of mechanized Initiators. His role in the story is primarily that of an off-stage antagonist. He orchestrates the assassination attempts on the ruler Seitenshi and later on Kisara Tendo, the head of the Tendo Civil Security Agency. His plans bring him into direct conflict with the protagonist, Rentaro Satomi, who thwarts Tina's mission and ultimately takes her into his protection.

Key relationships for Ayn Rand are primarily with his creations. His most notable connection is with Tina Sprout, his former Initiator whom he commanded on deadly missions. After Tina's defection to Rentaro's side, Rand continues to be a threat, as Tina expresses worry that he might try to eliminate her, potentially endangering those close to her. Beyond Tina, Rand commands at least five other mechanized Initiators, forming a small squad of highly ranked soldiers. These include Ashley Springsteen (codename Giga Hedgehog, Rank 100), Irene Spencer (Meteorfall, Rank 95), Faye Kronmiller (Fer-de-Lance, Rank 88), Louise Zelazny (Blood Creek, Rank 70), and their leader Rita Salisbury (Pluto, Rank 21). Tina notes that Rita surpasses her in every way, indicating Rand has created progressively more powerful weapons.

Regarding his development within the story, Ayn Rand remains a largely static and unseen threat. His character is defined by his initial breach of scientific ethics and his subsequent actions as a mastermind. His significance comes from the fear and danger he represents through his agents, rather than from any personal transformation.

Ayn Rand does not possess any known superhuman combat abilities, as it has not been revealed that he experimented on himself. His power lies entirely in his intellect as a scientist and his strategic role as a commander. He functions as a command tower, providing his Initiators with information and instructions from a safe distance. His notable ability is his success in creating the HYBRID mechanized soldiers, a feat that allowed him to build a small army of powerful Initiators, making him a formidable opponent despite his lack of physical prowess.
