Tomoyasu Chikazoku, alias Skeptic, is a tall, lanky man with shiny black waist-length hair, a neat fringe covering his eyes, a long nose, and a wide mouth featuring notably straight teeth. He typically wears a black turtleneck shirt, dark pants, and a formal jacket; during the Final War, his attire shifted to a jacket with white stripes over a light-colored turtleneck. A former board member of Feel Good Inc., Chikazoku experienced a significant professional failure when a cyber attack replaced company ads with the "Optic☆Kitty" mascot. This incident triggered his trypophobia and cost the company substantial revenue, marking his only acknowledged failure before later events. A steadfast believer in the Meta Liberation Army's ideology advocating unrestricted Quirk usage as a fundamental right, he rose to become one of its Top Commanders. Following the Army's merger with the League of Villains, he served as one of the nine lieutenants within the Paranormal Liberation Front. Chikazoku's personality blends stern condescension with unwavering loyalty to Re-Destro, the Army's leader. He exhibits impatience toward those unable to deduce information from minimal details, exemplified by his chastisement of Giran for incomplete questioning. Despite his generally cold demeanor, he displays sporadic camaraderie, seeking vengeance for fellow commander Curious's death and aiding Dabi by revealing Endeavor's whereabouts. In combat, he employs psychological warfare, notably exploiting Twice's trauma by deploying puppets resembling him to facilitate capture. Failure triggers manic instability, making him obsessive and reckless when plans falter. His abilities encompass exceptional hacking and audio-video editing skills. He constructed Feel Good Inc.'s network infrastructure and later infiltrated U.A. High School's systems, causing critical malfunctions like moving bunkers and destabilizing the flying fortress. However, his hacking was consistently surpassed by La Brava, who breached his servers twice. Chikazoku also possesses leadership and tactical acumen, having unified over 100,000 Meta Liberation Army members and devising strategies to leverage others' Quirks, such as proposing cloned Re-Destros via Twice's "Double" ability. His Quirk, Anthropomorph, transforms objects into humanoid puppets resembling specific individuals, controlled remotely via laptop. These puppets function as combatants, furniture, or surveillance tools, reflecting his view of people as expendable instruments. During the Deika City conflict, he used this Quirk to attack Himiko Toga and psychologically torment Twice, ordering puppets to break Twice's arms and attempt to snap Toga's neck. After the Meta Liberation Army's defeat, he aided the Paranormal Liberation Front by editing incriminating footage of Hawks killing Twice and splicing it into Dabi's video exposing Endeavor's abuse, broadcast nationwide during the Jaku City battle. In the Paranormal Liberation War, he implanted microdevices on Hawks to monitor hero communications but panicked when heroes attacked the Front's base, blaming Twice for the breach. He fled on Gigantomachia's back, broadcasting Dabi's edited video. Captured by Best Jeanist's wires and later compressed by Mr. Compress, he was safeguarded in Spinner's scarf until All For One tasked him with guarding Tomura Shigaraki's body. During the Final War, he hacked U.A.'s systems to destabilize the fortress but was ultimately outmaneuvered by La Brava and arrested.
