Luscinia Hāfez is the Premier of the Ades Federation and the primary antagonist of the series. He is a cold, calculating strategist with overwhelming charisma, which earns him strong support from the military. His background is rooted in his past as a bodyguard for the late Empress Farahnāz, a role that deeply shaped his worldview. He believes that the lands controlled by other nations were stolen from the First People and that the only way to prevent a future catastrophe is to unify the entire world under the Federation’s rule. This conviction drives his aggressive expansionist policies, and he is willing to use devastating force, including the power of the Exiles, to achieve his vision of a world without war.

In the story, Luscinia orchestrates a surprise attack on the Turan Kingdom, forcing its princesses into exile and capturing the elder princess Liliana il Grazioso Merlo Turan.
